I have the honour to acknowledge the receipt of
your letter No. 43 of the 23rd. ultimo in which you inform me that the Chiang Chun has expressed regret at the delay in dealing with the complaint made by me as long ago as the 25th, of January of the violation of British territorial rights by the arrest of 2
Chinese in Mirs Bay by some of the crew of the Chinese Gunboat "Kwong Lee" and the demand for their release.
It is matter of great surprise to me that such delay still continues and I shall be obliged if you will insist on a speedy settling of the case by the release and handing over to the Hongkong Police of the two prisoners.
